Tax 16 - Customizable tax system with proper returns / audits, requires vault & essentialsx / PAPER 1.21.10

First step is changing the name _succpreme to your server tax account, after that it's pretty much straight forward.

Theres a few problems I should mention, one being whatever you set your tax account to it will NOT show up in /baltop or /bal {playername}, this will hopefully be fixed in tax v17(hopefully).
Second, flat and percent tax rate is kind of broken I'd just leave it at percent for best compatibility.
