Push effect has delay

I want to make a boat race game but in minecraft vanilla, the boat cant go up block so i tried to make it with effect push. However, before my boat was pushed, there was a short delay lasting about 0.1-0.2 seconds but you know, boats travel on ice very fast, can reach 100blocks/second so that short delay causes the boat to collide with the block and it no longer retains its original speed
Is there any way to fix this or any other ways to make the boat go up block?
