you're stopping the loop before it can loop again. have stop at the same tab amount as your loop
code_language.skript: 
on mine of emerald ore:
    loop all players:
        if loop-player has permission "mine.emerald":
            send "&bMining - &aEmerald" to loop-player
    stop
