Okay so how do you get this thing called a core where for example you can do like (!enchant player's tool to (enchantment)) in game if anybody knows how to do it

That's called "effect commands". Check your config.sk to enable them.

enable "effect commands" and "allow effect commands for ops" in the config

its called "Effect commands", you enable them in the Skript config
2 options, 1 to enable, 1 for allowing OPs to do it
