Can someone add an actionbar cooldown to this [instead of a normal cooldown]

set item cooldown of player's tool for player to 180 seconds
make player execute command "manatest"

wait 180 seconds
send actionbar "&dʙᴏɴᴇ ʙʟᴀᴅᴇ: &bᴍᴀɴᴀ ʜᴀs ʙᴇᴇɴ ʀᴇғɪʟʟᴇᴅ, ᴀʙɪʟɪᴛʏ ᴄᴀɴ ʙᴇ ᴜsᴇᴅ"
execute console command "manatest reset %player%"
