1.13 Item Recipes Aren't Working

I have made a script for custom crafting recipes and most of them work except for the ones using 1.13 items. If anyone knows why I would greatly appreciate it. There are no errors when I load it.

on skript load:
    register new shapeless recipe for iron ore using iron nugget, iron nugget, iron nugget, iron nugget, air, air, air, air, air
    register new shapeless recipe for iron ingot using iron nugget, iron nugget, iron nugget, scute, scute, air, air, air, air
    register new shapeless recipe for torch using scute, stick, air, air, air, air, air, air, air
    register new shaped recipe for diamond ore using heart of the sea, heart of the sea, heart of the sea, heart of the sea, stone, heart of the sea, heart of the sea, heart of the sea, heart of the sea
    register new shaped recipe for emerald ore using nether brick item, nether brick item, nether brick item, nether brick item, stone, nether brick item, nether brick item, nether brick item, nether brick item
    register new shapeless recipe for gold ore using gold nugget, gold nugget, gold nugget, gold nugget, stone, gold nugget, gold nugget, gold nugget, gold nugget
    register new shapeless recipe for coal using scute, scute, scute, scute, air, air, air, air, air
    register new shaped recipe for lapis ore using nautilus shell, nautilus shell, nautilus shell, nautilus shell, stone, nautilus shell, nautilus shell, nautilus shell, nautilus shell

The new diamond ore, iron ingot, torch, coal, and lapis ore all use 1.13 items, and all of them work minus the use of the 1.13 items. And that only happens when they are used as ingredients, for some reason, they do not work. But when theyre the outcome, it does indeed work. Any Idea Why?

probably because the event is not "on skript load" but "on script load"
