Made Neon compatible with 1.21.7 (updated fastboard since it didn't work on 1.21.7 properly)

Dependency Fixes

Fixed the plugin crashing if Skript isn't installed.

Added 2 new config options + improved things

Added:
- Option for bigger messages
- Option for the error that pops up when you try to talk while chat is muted.
Removed:
- Forced new lines from advertisements (use MiniMessage if you want them back)
