no, but you can fake it, meaning you can ray trace a point in the direction the player is facing and attack the first entity it finds
and ofc push it

you can get it via the entity attack speed attribute
and in addition skript has
attack cooldown of %player%
 can't be modified but you can get it
it'll return between 0-1
