Sonic boom on right click with an item

Is it possible to make a sonic boom like the wardens when you right click an item? if so can anyone help me make that?

You can make this by generating the particles and then doing the damage with a simple command like "/damage {looked} 45" where looked is a variable that you set when you right click the item and sets to the player you are looking for
