I got a script where people can unlock kits. Once they unlock it they can get it for free. But I want to ad a cool down to every kit. If they click it while cool down is active they need to pay 10% Fee. Add me on discord if you can help.

There's a cooldown.sk example that comes with skript by default. just follow that example and instead of canceling the event, deduct the higher cost.
