you need to eleborate on what you want specifically.
do you want the player to hold a specific slot in their hotbar?
in that case this might work: not tested though.

set current hotbar slot of <player> to 1

it needs skript 2.2 or higher.

or do you want to move the mouse cursor of the player when they have a gui open?
in that case, i don't know if you can.
