If you use world guard that plugin will do it for you, just set the entry and exit flags. Doing it with skript is a little more tedious it would be
code_language.skript: 
on region enter:
    If %region% is "region name in world world":
        send "message"
The "in world world" bit changes depending on your world. "In world the_nether" and so forth
