New limitations to the Offering subforum.

Hey there, I have been seeing some people make threads in the Offering subforum without having any scripts posted. Which makes, hard to tell the abilities of those people people so, my proposal is having at least 2 free resources before posting on the Offering subforums.

I actually like the idea of some requirements like a minimum script amount, member for x time and other trackable things. I have some other ideas for the offering/hiring and premium resources section of the site, but they'll come later on.
