So I have been trying to find a way to add/remove/set/check block durability with this https://www.spigotmc.org/resources/better-block-breaking.2665/ I was wondering if it is possible to make an addon to manipulate that plugin, and if it is possible to detect if the player is mining.

If there is already an addon or a feature that does this, please tell me, I've been looking for one for so long.
 
I would recommend learning Skript mirror and doing it that way.
I really don't think anyone is going to make an addon for a plugin that hasn't been updated in 2+ years.
