How to make when you run a command use another?

Hello, could you tell me what the skript would be like, please, I'm new and I would like to learn but I have that problem. Minecraft VERSION: 1.7.10
 
If it's another plugin command use the command event and make the sender execute your command with the command effect, if it's a Skript command do the same but in your command trigger.
