I wonder if it is possible to read the value of a config file (yml) without umbaska or skUtilities ?

I'm not quite sure how else you expect to read such file without an addon? There isn't a way, that I know of, using just Skript to read a file and get its values. Just use skUtilities, which is great for any file needs.
