I'm not quite sure how else you expect to read such file without an addon? There isn't a way, that I know of, using just Skript to read a file and get its values. Just use skUtilities, which is great for any file needs.
@itismejoey, you are right, there isn't a function that I know in Skript for this. You can use skUtilities or Umbaska 3 (looking at the documentation at the moment only read of yaml values work) for this.
