How to let spawners spawn mobs in the air?

I have a new server running and added spawners so players can buy and place them. When spawners are placed, there needs to be blocks under them in order for the mob to spawn. I want to change this so the mobs can spawn in the air like every faction/skyblock servers do. I have skripts and other basic plugins
