Give player a book when clicking on lectern

I have a lectern at spawn with information about the server. Unfortunately I can't figure out how to put it in read-only for other players (either they can take the book of they can't access the lectern at all) so I'm looking to write a script that gives them the book with the info while protecting the lectern from being accessed. The problem is I can't figure out to do this. Is there a way I can store the book in a chest somewhere and give the player a copy of it everytime they click the lectern? (Alternatively, I'd also be happy if someone could tell me how to set the permissions right with WorldGuard or LuckPerms.)
