Drop item with victims level?

How can i drop item and set the lore to the xp level of the died player?

on death:
drop RED DYE named "&c%victim%'s &fDogtag" with lore "&7Victim: &f%victim%%nl%&7Killer: &f%attacker%%nl%#VICTIM XP LEVEL HERE#" at victim's location
