Simple but complete solution for instantly clearing the chat

Commands:

/clearchat all - Clears the chat of all online players

/clearchat player <player> - Clears the chat of the specified player

/clearchat own - Clears your chat

Permissions:

clearchat.all - can execute the "all" and "own" sub-commands

clearchat.others - can execute the "player" and "own" sub-commands

clearchat.own - can execute the "own" sub-command
