    try this
    Command /slap <player> <text>:
    aliases: sl
    permission: sky.support
    cooldown: 10 minutes
    cooldown message: &cPlease wait %remaining time% before using this command again.
    trigger:
    if arg 2 is set:
    broadcast "&3%player% &7slapped &3%arg-1% &7for &3%arg-2%"
    else if arg 2 is not set:
    cancel event

    The 'cancel event' only works in a event.

    To make arguments optional you'd have to cover them with []
    <Text> -> [<text>]
