Can 'On Break' cause any meaningful lag?

Can simple skripts that get called extremely often cause any meaningful lag for lower end servers? For example, 'On Break of stone'. It could be called potentially 100+ times per second with a server of only 10 people all mining at the same time. Scaling up the players makes it even more drastic. I don't know the limits of skript and how much strain it puts on a typical lower-end server.

This is more of a general question, here is just an obvious example:

on break of stone:
chance of 1%:
give player diamond
