Block Form doesn't work

code_language.skript: 
on block form:
    broadcast "test"
    event-block is 4:0:
        broadcast "test"

nothing came out. No error. Using latest of bensku skript
 
In Skript, when specifying a block, we use the block's name directly, you don't need to use its ID. Also, to minimize lines of code, you can put the condition in the same line as the event.
So, I'm assuming that what you want is this:

code_language.skript: 
on block form of cobblestone:
    broadcast "test"
