The article above says, that they will be unifying console, mobile and Windows 10 versions of the game under a single edition. Meaning that console and PC can play together.

"Minecraft will get 4K HDR graphics which include improved lighting, shadows, water effects... basically, it'll be like giving your eyes a luxury massage. This’ll be available to folks playing on Xbox One, Windows 10, iOS, mobile, and VR - essentially every platform that gets our Better Together update."


When? This summer, meaning end of June and early in July. Although the 4k Graphics might come this fall later on the update.

From what I've heard, the game will be moved from Java to C, so all the mods, plugins will no longer work with the Better Together Update.
 
Like @Pikachu said, this is for Pocket Edition (mobile and Windows 10) + Console only. This doesn't really affect Java minecraft at all. Odds of Mojang converting from Java to C++ is pretty much never because all java plugins/mods would not be supported and would have to be rewritten in C++. In fact, doing this decision would be a slap in the face to the Java community and a lot of the servers would shutdown.
