New commands and features

<NeoNotes> Updating archived files . . .
-/setnote <player> <ID> <text>: set a current note with new text(new perm)
-/nn delall <player>: delete all notes of a single player(new button in GUI)
-/notify: list all notes with Note Notify toggled on
-Added note total in GUI title
