Suggested name: Unipban? I dont care

Spigot/Skript Version: 2.2-dev36

What I want:
A command to unipban someone. (Addons allowed)

Ideas for commands: /unipban NAME

Ideas for permissions: admin.unipban

When I'd like it by: ASAP!

command /unipban <offline player>:
    permission: admin.unipban
    trigger:
        unban arg-1 by IP
