show action bar with text "&a&lHello World!" to bungee player player

Hey there. I just downloaded Skungee and configuered it all corectly (at least everything is filled out and there are no errors) i have it installed on my bungeecord and my 4 spigot servers. Problem:

the code shown above does not give me anny errors, but just does nnot do anything. Can anyone help me?
