Soo hellow!

I'm trying to stop WITHER, it is rly annoying and I don't want it moving arround so can you I block it anyway? (And if it's possible without attacking) [Without NBT TAGS]
 
There is no possible way to stop the wither without nbt tags.
[doublepost=1526918984,1526918919][/doublepost]You should probably use citizens, or other mobs and apply slowness and weakness to them.
Im using citizens myself and it works on mobs without you needing to have an extra addon.
