Skript command not working

    I was trying to make a factions skript, but when I loaded it it returned no errors but the command didn't work, minecraft didn't recognize that command at all. Here is my code

    Code (Text):
    1. command /factions <text> [<text>]:
    2.     trigger:
    3.         if arg-1 is "help":
    4.             send "help message here"
    5.         else if arg-1 is "create":
    6.             if arg-2 is set:
    7.                 send "&aSuccesfully created the faction&e %arg-2%"
    The odd thing is that if i remove the line 'if arg-2 is set:', then the skript works perfectly
