First of all, you cannot do this:

You cannot place effects or conditions without having a trigger or event to execute it. This would be the correct thing:

code_language.skript:
on join:
    if {Kills.%player%} is not set:
        set {Kills.%player%} to 0

And please make the Scoreboard neat.
