    command /2:
    trigger:
    If %{%player%.points}% is between 10 and 999999999999999999999999:
    make console execute command "/manuadd %player% rank2"
    make console execute command "/bc &eSiberia &8» &a%player% &7Ranked up to &8(&12&8)&e!"
    remove 100000 from player's balance
    wait 5 ticks
    Else:
    message "&eSiberia &8» &7Not enough points."

    You use %{%player%.points}% only if you want to show a variable, if you want to compare use {%player%.points}

    You can use

    instead of
