What I want:
A Pulse Cannon inspired by Star Wars. It is a ranged weapon that fires green Guardian's laser beams.
The weapon takes several seconds to charge, causing happyVillager particles to show up as a indicator at the shooter in the meantime.
Once charged, the beam appears, creates an safe explosion of force 1 (which will damage entities but won't destroy any blocks), and deals 15 damage to the target entity. The beam can be dodged and has a maximum range of 15 blocks.
