Is there an event that is triggered when a mob is renamed? ex:
    Code (Text):
    1. on creature rename:
    2.  cancel event
    3.  broadcast "you cannot rename mobs"
if not is there a different way to do this?

    It won't work
Because, Even you're not rightclicking an entity You are executing event's trigger

    Try:
on right click on living entity:
    player is holding a nametag

    It will work
You just have to add a condition if clicked entity is set and name of tool is set
