    Is it any way to "If region has less than x blocks".

    Try this:
    Code (Text):
    1. loop all blocks in the region {_region}:
    2.    set {_a} to {_a} + 1
    3.    if {_a} > {_amount.of.blocks}:
    4.        #Do stuff here
    5.        stop loop
