execute console command "/title %player% title {"text":"Игра началась","bold":true,"color":"dark_red"}"

Your error:
execute console command "/title %player% title {"text":"Игра началась","bold":true,"color":"dark_red"}"

The quotes inside the command must be double quoted.

Try:
code_language.skript:
execute console command "/title %player% title {""text"":""Игра началась"",""bold"":true,""color"":""dark_red""}"

If that doesn't work, you could always do:
code_language.skript:
send title "&4&lИгра началась" to player
