    Can the achievement message be modified?

    As its a core function of Minecraft, it cannot be modified by plugins.
    You can use the documentation and search for keywords like "achievement" and see if anything pops up.

    It can be done in Java using NMS but it would not be easy at all doing it in Skript.

    You could also set the gamerule `announceAdvancements` to false, and when a player gets an advancement, send a message to all players. You will have to deal with the description for every advancement tho.
