    command /tl reload:
    permission: sk.tab
    trigger:
    set tab header to "--\n---" and footer to "--" for all players

    how do I set the tab for all players? I get an error when I do this.

    Whats the error, I cant help with anything without knowing this. But by looking at your code, its probably indentation.
    It shhould have a tab between command and trigger

    If thats not the issue, then do what i told you in the skript discord earlier and

    3.         loop all players:
    4.             set tab header to "blah" and footer to "blah" for loop-player

    Not sure, but this is an easy solution I think. I didn't get what you meant by this, though.
