Currently, you can change a Citizens NPC skin by a player's username. What I need is to be able to change a Citizens NPC skin to one hosted by a web URL. Is this possible? Thanks in advance.

you can use https://mineskin.org/ but it's not really skript but with mineskin you'll get the skin data and a npc command to use to set this skin data

I realize the question was pretty stupid since I had the wrong information. I thought there wasn't a way to load a skin in with a URL at all. Thanks for the answer.
You can also use Denizen plugin (which allows you to create amazing npcs) and use Script made for it (search for Citizens custom skin from URL) and you can find Denizen Script easily. It adds command /npc skin --url <url> and it allows you to set a skin of your NPC to skin you found on sites like minecraft skins or skins you've created earlier
