Chat Click Command

I'm trying to make a command execute on chat click. I've figure out to do;

send "<command:/color white>&f&lWhite" to player

I'm aware this makes the player executes a command but is their a way to make the console execute the command?

I think you should just make a custom command that it executes and make console execute the command in that command

...
    send "<command:/smth>&f&lWhite" to player

command /smth:
    trigger:
        execute console command "say hello %player%"
