I am trying to have a system where you click on a item in a gui and it enchants ur item adding 1 efficency level each time

Code:
on command:
    if full command is "ench eff":
        cancel event
        add 1 to {eff.%player%::%player's held item%}
        set {item.%player%} to player's held item
        set player's held item to shiny {item.%player%} of efficiency {eff.%player%::%player's held item%}
but it doesnt work

set {_l} to level efficiency of player's tool
enchant player's tool with "efficiency %{_l}%" parsed as enchantment type
