    permission: silent.chest
    permission message: &cYou do not have access to this command
    trigger:
        if {silentchest.%player%} is not set:
            set {silentchest.%player%} to true
            send "&bSilent chest has been &aEnabled&b."
        else if {silentchest.%player%} is false:
            set {silentchest.%player%} to true
            send "&bSilent chest has been &aEnabled&b."
        else if {silentchest.%player%} is true:
            set {silentchest.%player%} to false
            send "&bSilent chest has been &cDisabled&b."
on rightclick:
    if clicked block is chest
        if {silentchest.%player%} is true:
            cencel event
            open inventory of clicked block to player

just note that "false" is still saved, it's better to delete it than set it to false
