Troubleshooting:

What other methods have you tried to fix it?
Downgraded to Stable Skript 2.2 dev36, only caused issues with other code though
Installed SkStuff for 1.12 fork, 1.13, and 1.11, none did anything (removed now)
Tried jNBT-0.3.2 and that actually affected the item visual nbt data, but didn't seem to actually change attack speed when used in combat. (I believe its not reading the nbt correctly, because after change the attack speed turns into the same as using fists)
 
The issue is that, even though the items display a change in attack speed and attack damage, they don't actually change when applied to combat situations
[doublepost=1552336997,1552329240][/doublepost]When I changed a wooden axes atk speed from .8 to .05 and it visually changed on the weapon, it hit faster, at the same rate as a fist though.

so now im more confused lol
